A University of Johannesburg report on the Zimbabwe Exemption Permits has found that the procedure to document immigrants was discriminatory and that some were excluded because they are perceived as economically not beneficial. According to Eyewitness News, over 178,000 Zimbabweans have been living, working, and attending school using the Zimbabwean Exemption Permit.
