The Institute of Race Relations says South Africa does need a new expropriation law, but the present Expropriation Bill is unconstitutional, undermines property rights, and poses enormous risks to the country’s already struggling economy. The bill aims to amend Section 25 of the Constitution to allow for the expropriation of property for public purposes or in the public interest, with regulations for compensation.
